Curse or Boon: The Paradox of Flood

Dr. Vivek Kumar Singh is an Adjunct Faculty Member at the Centre of Excellence in Disaster Management (CoEDM), Development Management Institute (DMI), Patna, Bihar. He is a renowned Disaster Risk Reduction and Rural Development professional with over 20 years of diverse experience in program development, implementation, and research in India and abroad. A native of India, he completed a doctorate in the Department of Regional Planning and Economic Growth at Barkatullah University, Bhopal. He holds a Master's in Management of Development (MSc) from Van Hall Larenstein University of Applied Sciences in the Netherlands. He was an Orange Knowledge Programme (OKP) Fellow. His expertise includes flood and drought management, climate-smart agriculture, food security, and resilient livelihoods. Previously, he has extensively worked with international organisations such as ILRI, CIMMYT, and the Bill & Melinda Gates Foundation. Dr. Singh has actively participated in research projects, policy consultations, and capacity-building initiatives focused on sustainable rural development and disaster resilience, particularly in India and Africa. Recognised for his scientific contributions in China and India, he has published over 37 research articles and several book chapters. As the author of "Curse or Boon? The Paradox of Floods in a Changing Climate," his deep understanding of the socio-economic and ecological challenges associated with floods, combined with his active engagement in policymaking and community-level practices, makes him well-suited to address the complex duality of floods in a changing climate.
